12th R.E.C. Mission Statement
The 12th R.E.C., a non-profit organization, was created through Congressional legislation by Congressman
John P. Murtha, who strongly believed that state, federal and municipal government agencies as well as non profit organizations deserved the opportunity to utilize excess military equipment at a lower than FEMA leasing rate to complete projects for community use.
Since the conception of the 12th R.E.C., the Center has provided municipalities and non-profit organizations in the state of Pennsylvania with equipment on a temporary, short term or long term basis and have recently begun providing the opportunity to complete earth moving projects. To name a few, would include: ball field construction, stream restoration, DEP revitalization, road slide cleanup and reconstruction, which all can be viewed within this site.
The 12th R.E.C. can provide:
•Qualified, highly trained equipment operators
•Expert Assistance in selecting proper equipment to suit each individual project
•A certified Engineer that will analyze project plans & specifications
